Ruapehu Revitalisation Plan post COVID-19
Ruapehu District is heavily dependent on tourism and hospitality, supported by itinerant international workers. COVID-19 had an immediate and deep impact. We were selected by Ruapehu District Council to help them see beyond the current crisis and develop an Economic Recovery Plan.
Our report reviewed the economic performance of the district pre-COVID and the current strategies. We then applied the full Economic Development New Zealand 10 step roadmap, spanning leadership, strategy and action to create a comprehensive approach to economic recovery, which reflects the district- specific challenges. The roadmap uses three-time based horizons based on the McKinsey’s ‘Three Horizons of Growth’ model.
The actions proposed covered:
Improving business performance and resilience
Supporting priority sectors
Developing skills and reducing unemployment
Investing in infrastructure to support recovery
Enhancing wellbeing and quality of life
Outcomes
A comprehensive and rounded action plan. Rather than focusing on ‘recovery’, which would simply restore the economy to its pre-COVID state, we took the opportunity that the crisis presented to re-imagine the future economy, taking into account visitor sector trends and environmental impacts.
