Manawatū-Whanganui:
Horowhenua Destination Development and Management Plan
Horowhenua currently lacks a clear identity and visitor proposition. It does not have an iconic visitor attraction and its visitors are mainly in transit on State Highway One.
We were asked by Horowhenua District Council to assist it to develop a destination strategy and action plan. A key driver for this is that, once the Otaki to North of Levin State Highway One extension is completed, Foxton will be the first stop driving North from Wellington and the last stop driving South. This is expected to provide a significant increase in visitation which needs to be capitalised on.
Outcome
Our report is currently still in draft, but provides a clear point of difference for the district and a strategy to double visitor expenditure over the next ten years. We also recommend a revised governance model.
Skills
Analysis – input from economic data and extensive stakeholder interviews
Facilitation – workshops with councillors
Strategy – Defining opportunities
Governance – Defining the appropriate mechanisms to support the visitor economy
