AF8 South Island Civil Defence Shared Services Programme - governance and funding review
The AF8 (Alpine Fault Magnitude 8) project started in 2016. It seeks to identify the consequences of a large Alpine Fault earthquake for all Civil Defence and Emergency Management (CDEM) groups in the South Island and identify coordinated initial response actions.
AF8 is a partnership of all the Emergency Management Groups in the South Island and involves scientists from six universities and Crown Research Institutes, emergency services, lifelines, iwi, health authorities and many other partner agencies. The project is managed by Emergency Management Southland.
AF8 was initially a two-year project, funded by the Ministry of Civil Defence Emergency Management (MCDEM), but that funding has now run out. We were contracted to place the current arrangements on a more secure and professional future footing by undertaking a review of governance and funding.
Outcome
Our report went back to basics to identify whether there is an ongoing need for the programme. Our recommendations covered:
